Board of Governors

• The affairs of the National Institute of Population Studies (NIPS) are administrated by Board of a Governors headed by the Minister for Population Welfare. The members of the Board include Federal Secretaries of concerned Ministries, Additional Chief Secretary (Development) of each provinces, Executive Director as Member/Secretary and five professional experts nominated by the Board.
• Terms of Reference
• Lay down policy guidelines for the Institute;
• Exercise overall responsibility and authority over the Institute;
• Approve annual and revised budget;
• Approve activities and work plan of the Institute;
• Get any task or function within the ambit of the Institute performed by an outside person or agency on payment of remuneration as may be determined by the Board;
• Make such regulations with prior consultation with the Government as may be considered necessary for the proper  administration of the Institute;
• Make  appointment of officers, servants and others, other than Chief Executive Officer, as may be prescribed and pay scales/packages and Perquisites for the Institute;
• Suspend ,take disciplinary action and impose penalties on such employees as are appointed by the Board as may be prescribed;
• Approve staff strength of the Institute including creation and abolition of posts from time to time;
• Monitor research and training output of the Institute;
• Constitute committees including a Technical Advisory Committee;
• Receive and manage any property, grants, bequests, gifts, donations,
• Endowments and other contributions made to the Institute subject to  the observance of Government policy;
• Cause proper books of accounts to be kept for all sums of money received  and expended by the Institute and for assets and liabilities of the Institute;
• Enter into or cancel agreements, contracts or arrangements on behalf of the Institute;
• Appoint Auditors in consultation with the Auditor General of Pakistan;
